City Council Meeting and Special Presentations
The full City Council will meet at 4:00 PM in the Council Chambers at City Hall, located at 125 North Main Street. Today’s session features a special presentation in honor of Black History Month and the presentation of the City Council Humanitarian Award to Ms. Chrysti Chandler for her service to the Memphis community. Legislative items on the agenda include the third and final reading of Ordinance No. 5966, which proposes granting civil service status to employees of the Memphis Public Library to ensure standardized employment benefits.
Committee Session Highlights
- Parks & Environment: A resolution is under consideration to reallocate $148,519.80 from several completed "Accelerate Memphis" projects to fund essential repairs for the Westwood Pool in District 6. This transfer aims to ensure the pool is ready for public use in the coming season.
- Housing and Community Development: The committee will deliberate on a 50-year ground lease for the Historic Melrose School. The project includes plans for affordable multi-family apartments and townhomes, preserving a historic landmark while addressing housing needs. The committee will also review the sale of city-owned parcels at 369 and 371 North Main Street.
- Public Works and Environmental Safety: Committees will review a cost-sharing agreement between the City of Memphis and Shelby County regarding environmental response costs at the Jackson Pit site. Additionally, members will discuss Ordinance 5943 concerning regulations for downtown parking garages.
Emergency Public Safety Advisory
In response to current weather conditions, the City of Memphis and the Hospitality Hub have extended the operation of the city's warming center. The facility at First Baptist Church (200 East Parkway North) will remain open until 9:00 AM on Tuesday, February 24. The center provides shelter, sack meals, and blankets for individuals and families. The Memphis Area Transit Authority (MATA) is providing transportation for residents who require assistance reaching the site.
Budget and Technology Updates
Morning sessions include a presentation from EchoTwin AI regarding smart city infrastructure and a review of the Memphis Light, Gas & Water (MLGW) fiscal consent agenda. The Budget Committee will also evaluate the allocation of $45,000 in FY26 Council Community Grant Program funds and receive an update on current revenue collection efforts. These updates reflect the city's ongoing efforts to modernize infrastructure and maintain fiscal transparency.
