Health Advisory: Shelby County Observes Black Balloon Day

The Shelby County Health Department (SCHD) has issued an official notice for the observation of Black Balloon Day on Friday, March 6, 2026. This national day of remembrance is dedicated to honoring those in Memphis and Shelby County lost to overdose. Health officials are utilizing this day to highlight that overdose is a preventable cause of death and to remind residents of available life-saving resources.

  • Remembrance Event: An in-person gathering is scheduled today from 9:00 a.m. to 11:30 a.m. at 814 Jefferson Avenue (2nd Floor Landing). The event will include a moment of silence and staff members are encouraged to wear black and blue in solidarity.
  • Virtual Release: At 12:00 p.m., the Health Department will host a virtual balloon release on its official YouTube channel.
  • Public Resources: The department reminds the community that free naloxone and fentanyl test strips remain available via the overdose prevention vending machine at the Hickory Hill Public Health Clinic.

Public Notice: Mud Island Parking Closure

The City of Memphis Division of Engineering and Memphis Parks have issued a notice regarding the continued closure of the parking lot at the north end of Mud Island. This closure is necessary for the initial construction phases of the Greenbelt Landing project. Motorists and pedestrians are advised to observe all posted signage and avoid the construction zone. The project is part of a broader effort to revitalize the riverfront and improve pedestrian connectivity to the Wolf River.

Groundwater Quality Board: Meeting and Appeals Notice

Official notice has been posted regarding the next session of the Groundwater Quality Control Board, following the filing of several appeals this week. The board is set to review cases concerning well construction permits in sensitive flood zones, specifically for properties on Brunswick Road and Billion Road. Public comments are currently being accepted via email for those wishing to provide input on the following pending items:

  • Appeals for Class A well usage in restricted flood zones.
  • Service requests for non-domestic properties near Raleigh Lagrange Road and Highway 70.

City Council Legislative Roundup

Following the City Council session on March 3, several key resolutions have now been finalized as official city business for the week of March 6. These include the formal acceptance of grant funding from the Tennessee Department of Disability and Aging for the Hickory Hill Community Center, as well as the ratification of major insurance contracts to maintain medical and dental benefits for municipal employees. Additionally, the Council has finalized a scope expansion for janitorial services across city-owned buildings to ensure improved facility maintenance throughout the spring season.
