Gov. Bill Lee calls Memphis on a “trajectory of greatness” amid infrastructure upgrades and crime crackdown

Memphis remarks tied to two major state priorities: transportation investment and public safety operations
Tennessee Gov. Bill Lee has described Memphis as being on a “path to greatness” and on a “trajectory of greatness” in a period when state leaders are simultaneously emphasizing large-scale transportation projects and expanded, multi-agency crime enforcement in the city.
Lee used the “path to greatness” language in a September 12, 2025 statement outlining a strategic, multi-phased mission to address crime in Memphis. That plan referenced coordination among federal and state partners and identified the Tennessee National Guard, the Federal Bureau of Investigation, the Tennessee Highway Patrol, the Memphis Police Department and other agencies as participants, with the state positioning the effort as an acceleration of ongoing enforcement activity and a Highway Patrol surge in Shelby County.
Transportation projects highlighted during a Memphis visit included the I-55/Crump interchange completion
Earlier in 2025, Lee appeared in Memphis for an infrastructure announcement that coincided with the release of an updated statewide transportation project plan. State transportation officials said the state budget included new recurring and non-recurring transportation dollars intended to accelerate projects in the state’s long-range program.
During that Memphis stop, the Tennessee Department of Transportation marked the completion of the newly reconfigured I-55 and Crump Boulevard interchange and pointed to the start of construction for the Summer Avenue widening project. A local report on the interchange opening described the project as a roughly three-year construction effort and said the redesign added a roundabout connecting Crump Boulevard and Riverside Drive with I-55 northbound and southbound movements.
What state officials say the crime mission is designed to do
In the September 2025 statement, the governor framed the initiative as a coordinated effort using both federal and state resources, with the stated goal of reducing violent crime and supporting ongoing task-force activity. The statement also cited an existing enforcement operation in Memphis and described the new phase as intended to build on arrests already made through that effort.
Key elements described by state announcements
- A multi-agency approach involving federal, state and local law enforcement, plus the Tennessee National Guard.
- An additional Tennessee Highway Patrol surge in Shelby County tied to coordination with Memphis police efforts.
- Transportation milestones and active construction presented as part of a broader statewide plan, including West Tennessee corridor improvements.
“As one of America’s world-class cities, Memphis remains on a path to greatness, and we are not going to let anything hold them back.”
Lee’s “greatness” framing has emerged alongside two concrete policy tracks: transportation spending aimed at improving freight and commuter movement through Memphis, and a public-safety strategy built around interagency enforcement activity. Both tracks are being presented by state officials as efforts meant to change day-to-day conditions in the city while also shaping longer-term economic and community outcomes.
